Swan Group undertook the fitout and landscaping of a women’s refuge accommodation facility south of the river for the Department of Communities, with work on Stage 2 commencing while Stage 1 remained active. This dual-site scenario presented clear challenges. Both stages needed to progress safely and discreetly, without disrupting operations or compromising the privacy of those already on site. To manage this, Swan implemented a tightly coordinated program that structured all interface works around operational requirements. We carefully sequenced contractor access, deliveries and fitout works to ensure the two projects could proceed without overlapping or delay. Every movement on site was scheduled with intent, and all trades were briefed on the sensitivities of the environment. The result was smooth parallel delivery. Both sites progressed independently but under a unified management approach, which meant Stage 2 could advance on schedule without impacting the refuge’s ongoing operations.

Detail-driven delivery of fitout scope

Stage 2 centred on the complete fitout of independent living units, which were designed to support the needs of women and families in transitional housing. Swan managed all aspects of the internal works, from floor coverings and joinery to final fixtures and finishes. Each decision was made with an emphasis on comfort, functionality and long-term durability. This wasn’t a one-size-fits-all delivery. Our team worked closely with client representatives and consultants to ensure selections aligned with both the design intent and user needs. Materials were specified with safety, ease of maintenance and a welcoming aesthetic in mind. Fitout sequencing required careful coordination with landscaping and external access works. We mapped out every interface and ensured that handover milestones aligned with client priorities. The result was a high-quality, practical interior environment delivered with minimal disruption to the wider precinct.

Maintaining privacy and site safety at every step

One of the project’s core considerations was privacy. With vulnerable residents on site during Stage 2 construction, Swan adopted additional controls to manage visual and acoustic separation. Temporary fencing, visual screens, and directional signage were used to shield active areas and create distinct work zones. Contractors were inducted with clear protocols for respectful behaviour, noise awareness and safe conduct within the sensitive setting. Our site team maintained open communication with facility operators to resolve any emerging concerns in real time and adjust works as needed. These proactive measures ensured Stage 1 operations continued uninterrupted while Stage 2 progressed safely and efficiently.

Ahead of time, on point with expectations

Despite the live environment and constrained site conditions, Swan delivered Stage 2 ahead of schedule. This was achieved through early procurement, disciplined program control and a proactive relationship with all subcontractors. The early completion gave the client additional flexibility in bringing the new units online and represented tangible value in terms of reduced project duration and community benefit.

A practical outcome delivered with care

The completed fitout met all functional and aesthetic objectives. Swan’s ability to deliver in a politically sensitive, time-bound context was proven once again. More than a construction project, this was about delivering a safe, welcoming and private space for those who need it most.
