Department of Communities – South Women’s Refuge (Stage 2)

This stage of the project was designed to support the provision of safe, independent accommodation for women and children in need. The Stage 2 scope of works involved the complete internal fitout of newly constructed independent living units. These units were built to support the operational needs of the refuge and the daily living requirements of its future residents. Swan was engaged to complete all aspects of the internal construction works, coordinating closely with stakeholders to meet design intent, compliance standards, and project timelines.

Coordinated internal delivery across multiple units

The fitout package included the supply and installation of internal walls, ceilings, floor coverings, doors, joinery, and internal fixtures. Swan managed the full range of subcontractor trades for these tasks, ensuring quality workmanship across all units. The works required careful staging to align with the completion of the base build and external works being delivered concurrently by other contractors. Each unit was fitted out with kitchenettes, bathrooms, laundry facilities, bedrooms, and common living spaces. Swan ensured that all internal spaces were finished to a high standard, with materials and finishes selected in accordance with the Department of Communities’ specifications. Particular attention was paid to the durability, safety, and ease of maintenance of all installed components, given the facility’s residential and high-use nature. Throughout the delivery, Swan maintained compliance with relevant building codes and regulations, including those specific to residential care and support facilities. Access considerations, safe movement within spaces, and functional layouts were critical elements addressed during the fitout process. Internal services, including electrical, plumbing, HVAC, and fire protection systems, were installed and integrated as part of the overall package.

Site integration and handover readiness

Swan worked closely with the head contractor and client representatives to coordinate fitout works within a live project site. Clear communication protocols and regular interface meetings ensured that fitout activities progressed in line with the broader Stage 2 construction program. Given the sensitive nature of the facility’s purpose, Swan prioritised site security, respectful conduct, and minimal disruption during fitout activities. All site personnel were inducted accordingly, and Swan maintained a consistent presence to oversee progress and troubleshoot emerging issues. Final inspections were completed in collaboration with client-side consultants and project stakeholders. Any identified defects were rectified promptly, ensuring that each unit met practical completion requirements. Swan supported the commissioning of services and provided the necessary documentation to facilitate occupancy approvals and operational readiness. The successful completion of the Stage 2 fitout works contributed to the broader delivery of a critical community asset. By focusing on clear execution and responsive site coordination, Swan played a key role in helping the Department of Communities bring additional accommodation online to support vulnerable Western Australians. This project reflects Swan’s capability in delivering internal fitouts to a high standard within social infrastructure environments. The South Women’s Refuge Stage 2 fitout was completed on schedule and in line with all quality and compliance benchmarks.
