PTA Wangara Bus Depot

Swan Group delivered a multi-stage workshop expansion and fitout at the Wangara Bus Depot for the Public Transport Authority (PTA).

The project scope included the refurbishment of key operational facilities and strategic workshop extensions to support ongoing transport maintenance services across the northern suburbs. The works were split into three distinct stages. The first stage focused on refurbishing the fuel and wash bay, a critical component in the daily servicing of the bus fleet. This phase involved significant internal upgrades to improve usability, efficiency, and durability, ensuring the space could handle daily high-volume operations. The existing infrastructure was carefully assessed before demolition and upgrade work began, with strict attention paid to sequencing and safety measures to reduce downtime. Following this, Swan completed an extension of the existing workshop and maintenance pit. The design and fitout work supported better workflow management and enabled more simultaneous maintenance activities. By expanding the pit and associated workshop zones, the depot now accommodates larger vehicles and more technicians at once, effectively increasing the depot’s servicing capacity without requiring additional off-site facilities. The third and final stage added a further extension to the workshop, providing even more space for repairs, storage, and maintenance activities. This final phase completed the vision of a larger, more functional depot footprint to meet growing operational needs.

Working around a live depot

The biggest challenge throughout the project was the need to keep the Wangara Depot fully operational. Bus movements and daily servicing requirements couldn’t pause, meaning that Swan had to plan all construction activity with live operations in mind. This meant tight coordination between construction teams, PTA staff, and third-party contractors to ensure no disruption to fleet movement or depot scheduling. To ensure zero disruption to PTA’s transport services, the team established a two-week look-ahead program, updated regularly in consultation with PTA stakeholders. This planning tool allowed for careful staging of high-impact works and flexible coordination of labour and deliveries. All phases were mapped against key PTA operational windows to reduce clashes and adjust workflows where necessary. Frequent engagement with PTA staff kept everyone informed and supported quick issue resolution on the ground. Daily site meetings and updated site access maps also helped ensure that trades, drivers, and operations staff could safely coexist in the shared space. The site team worked in close proximity to daily depot activities, so all trades were briefed and managed accordingly to avoid conflicts with bus movements and workshop routines. Safety briefings and toolbox talks reinforced the importance of respecting live operations while maintaining construction efficiency.

Managing risk through planning and process

Safety was a key focus during the project, particularly for high-risk activities like working at height and roofing installations. Swan developed detailed safety plans specific to each stage and task, ensuring that controls were in place well ahead of time. All required permits, inductions, and method statements were completed prior to the commencement of works. All work was carried out under Swan’s established Health, Safety, and Environment (HSE) framework, which was adapted to suit the live depot environment. Specific documentation was prepared for noise control, working in proximity to live fuel systems, and coordinating access routes for both construction and depot staff. Real-time risk reviews were used to flag issues and reallocate resources dynamically. The project was completed with zero incidents and achieved all milestones without interruption to PTA’s operations. It reflects Swan Group’s capability in delivering complex fitouts in live environments, with disciplined scheduling, clear communication, and a strong focus on operational continuity. The upgraded workshop and new fuel and wash facilities now provide PTA with a more resilient, serviceable, and future-ready depot space. The enhancements were completed on time and budget, improving not only day-to-day function but also long-term capacity for vehicle maintenance in the region.
